 Whether at home or abroad, your vote only counts if your ballot arrives on time. In the U.S., each state manages elections, whether federal or state or local. And, every state has its own rules about requesting and returning ballots. Mail-in, fax, email, online...voters needed to know how and when to register to vote and to return their ballot. It can be incredibly confusing!
